The "Yingfeng Camping Club" located in Tianchi Village, Ruifeng Town, Qingshen County, is a microcosm of how Ruifeng Town uses a "small lever" of 50,000 yuan to pry open the grand pattern of urban-rural co-construction.
It is reported that in 2024, relying on the project of building a harmonious and beautiful countryside, Ruifeng Town innovatively adopted the model of "government setting the stage + social participation + two-way sharing between urban and rural areas", and skillfully used fiscal funds to "use a small amount to move a large amount" to boost the integrated development of agriculture, culture and tourism. With 50,000 yuan of fiscal funds as a lever, the local government successfully attracted 500,000 yuan of social capital to be injected into Tianchi Village, revitalized the idle assets of the village collective, and jointly built the "Yingfeng Camping Club", achieving a win-win situation where "urban residents get the experience and villagers get the benefits".
The project transformed the idle bamboo forest into an ecological camping ground and launched a series of experiential activities such as the "Land Plot Claiming Plan" and the "Tent Rental Plan" to attract urban residents (tourists) to Tianchi Village to enjoy the scenery and watch fireflies. The local villagers have become "ecological docents", providing services such as hiking guides, ecological picking, and agricultural experience.
This "co-construction and sharing" model not only revitalizes the land resources of the village collective but also enables urban residents to deeply participate in rural construction. According to He Biao, the campsite manager, 7 campsites have been claimed so far, which will drive extended consumption such as the purchase of bamboo weaving handicrafts, cultural and creative products of the "Firefly Baby", and agricultural products. "Spending a certain amount of rent to have my own 'bamboo forest living room' and also help the villagers increase their income. This is the real sharing!" praised Ms. Huang, a camping enthusiast.
Moreover, this year, taking the camping economy as a breakthrough point, Ruifeng Town has gradually built an "ecological circle" for the integrated development of urban and rural areas in Tianchi Village. The village collective has specially set up a "Firefly Protection Fund", using part of the campsite's income for ecological restoration, forming a virtuous cycle of "tourism development - ecological protection - income feedback".
"We not only need to make the 'appearance' beautiful but also strengthen the 'essence'. In the future, we will extend the development of business forms such as nature education and health preservation and sojourning tourism, making the harmonious and beautiful countryside a poetic dwelling place that everyone yearns for." Fang Guojun, the Secretary of the Party Committee of Tianchi Village, said that in the next step, the village will establish an "Urban-Rural Co-construction Council". Urban residents can vote to participate in the upgrading plan of the campsite, while villagers can enter urban communities to promote ecological agricultural products.
