On May 26, the Leshan Import and Export Chamber of Commerce, the International Chamber of Commerce, and the Overseas Chinese Business Federation jointly organized a 'Foreign Trade Situation Analysis Meeting.' Attending the meeting were Lei Jianxin, member of the Municipal Party Committee, Secretary of the Municipal Directly-Subordinate Organs Working Committee, and Chairman of the Municipal Federation of Trade Unions; Li Lei, Commissioner of Leshan Customs; Shen Liuzhong, Deputy Director of the Municipal Commerce Bureau and a member of its Party Leadership Group; and heads of relevant municipal departments. Over 80 representatives from foreign trade enterprises in the city gathered to discuss strategies for addressing international trade challenges. This meeting was not only a practical step in government-enterprise collaboration but also a mobilization to build consensus for development.
The meeting addressed the current complex and volatile international trade environment, particularly focusing on the profound impact of adverse factors such as Sino-US tariff disputes on business development. Representatives from 14 key foreign trade enterprises, including Fuhua, Hebang, Huayi, Sen Taiyuan, Chuan Nan Jiansheng, Dongchuan Machinery, and Jisheng, candidly discussed the challenges they face: increased fluctuations in overseas orders, no profit margins under high tariffs, persistently high logistics costs, and restricted agricultural export markets. These common issues urgently need to be addressed. In the face of pressure, these companies have shown resilience by actively seeking solutions, such as expanding into diversified international markets and optimizing their product structures. They also hope for strong support from government departments in areas like policy incentives, logistics cost subsidies, overseas exhibition subsidies, and export credit insurance.
At the municipal level, a 'problem-solving team' has been established on-site. Heads of relevant departments, including the Municipal Commerce Bureau, Market Supervision Administration, Federation of Industry and Commerce, Overseas Chinese Federation, Tax Bureau, Customs, and State Administration of Foreign Exchange, have directly addressed the needs of enterprises. They have provided specific responses to key issues such as optimizing the filing process, building overseas warehouses, constructing logistics channels, and facilitating foreign exchange settlement, and have established a regular government-enterprise liaison mechanism. Standing Committee Member Lei Jianxin emphasized that government departments should resonate with enterprises, not only helping them stabilize orders and reduce costs in the short term but also guiding them to strengthen their internal capabilities, enhance product value-added, and boost international competitiveness in the long run. This approach aims to break through challenges with a dual strategy of 'short-term response + long-term planning.'
At a critical juncture when the international trade landscape continues to exert pressure, this meeting has sent out three clear signals: first, to strengthen confidence and unite efforts through open dialogue between the government and businesses; second, to provide precise services by establishing an efficient mechanism for 'problem collection, thematic research, and follow-up implementation' to address the pain points of enterprises; third, to clarify the direction for transformation, encouraging companies to shift from passive response to proactive upgrading, focusing on internal improvements and leveraging the opportunities presented by the dual circulation of domestic and international markets.
Hu Ying said that the Chamber of Commerce will give full play to its role as a bridge and link, continue to provide services such as policy interpretation, market early warning and resource docking, help enterprises accurately grasp the policy dividends of RCEP, and promote the high-quality development of Leshan's foreign trade in seeking opportunities in the crisis.
Against the backdrop of profound adjustments in the global trade landscape, this conference highlights the chamber's strong commitment to fostering collaboration between government and businesses in Leshan to stabilize foreign trade. By establishing an efficient problem response mechanism and integrating resources from various sectors to form a cohesive policy effort, Leshan is adopting a systemic approach to build a new ecosystem for foreign trade development.
