3月5日，李強(qiáng)總理向十四屆全國人大三次會議作政府工作報(bào)告,，要點(diǎn)如下：
國內(nèi)生產(chǎn)總值增長5% Gross Domestic Product (GDP) grew by 5 percent Grain output hit a new high of 700 million metric tons The output of new-energy vehicles passed the 13 million mark 國內(nèi)生產(chǎn)總值增長5%左右 赤字率擬按4%左右安排,，赤字規(guī)模比上年增加1.6萬億元。 The government has set a projected deficit-to-GDP ratio for 2025 at 4 percent. The government deficit is set at 5.66 trillion yuan, an increase of 1.6 trillion yuan over last year's budget figure. 政府投資 擬安排地方政府專項(xiàng)債券4.4萬億元,、比上年增加5000億元,。合計(jì)新增政府債務(wù)總規(guī)模11.86萬億元、比上年增加2.9萬億元,。 4.4 trillion yuan of local government special-purpose bonds will be issued, an increase of 500 billion yuan over last year. China's new government debt will total 11.86 trillion yuan in 2025, an increase of 2.9 trillion yuan over last year. 特別國債 擬發(fā)行超長期特別國債1.3萬億元,、比上年增加3000億元。擬發(fā)行特別國債5000億元,。 A total of 1.3 trillion yuan of ultra-long special treasury bonds will be issued, 300 billion yuan more than last year, and 500 billion yuan of special treasury bonds will be issued to support large State-owned commercial banks in replenishing capital. 消費(fèi) 實(shí)施提振消費(fèi)專項(xiàng)行動,。安排超長期特別國債3000億元支持消費(fèi)品以舊換新。 China will launch special initiatives to boost consumption in 2025, including issuing ultra-long special treasury bonds of 300 billion yuan to support consumer goods trade-in programs. 新質(zhì)生產(chǎn)力 推動商業(yè)航天,、低空經(jīng)濟(jì)等新興產(chǎn)業(yè)安全健康發(fā)展,。培育生物制造、量子科技,、具身智能,、6G等未來產(chǎn)業(yè)。加快制造業(yè)數(shù)字化轉(zhuǎn)型。大力發(fā)展智能網(wǎng)聯(lián)新能源汽車,、人工智能手機(jī)和電腦,、智能機(jī)器人等新一代智能終端以及智能制造裝備。 China will promote safe and sound development of commercial space, the low-altitude economy and other emerging industries. The country will also foster industries such as biomanufacturing, quantum technology, embodied artificial intelligence, and 6G technology, and accelerate the digitalization of manufacturing. China will vigorously develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected new-energy vehicles, AI-enabled phones and computers, and intelligent robots. 教育 擴(kuò)大高中階段教育學(xué)位供給,，逐步推行免費(fèi)學(xué)前教育,。 China will increase the supply of senior secondary school places and promote free preschool education in a phased way. 市場環(huán)境 落實(shí)解決拖欠企業(yè)賬款問題長效機(jī)制。開展規(guī)范涉企執(zhí)法專項(xiàng)行動,。 To ensure that overdue payments owed to enterprises are settled, China will implement long-term mechanisms to address this issue. Special initiatives will be launched to regulate enterprise-related law enforcement. 開放 推動互聯(lián)網(wǎng),、文化等領(lǐng)域有序開放，擴(kuò)大電信,、醫(yī)療,、教育等領(lǐng)域開放試點(diǎn),。 China will open internet-related, cultural, and other sectors in a well-regulated way and expand trials to open sectors such as telecommunications, medical services, and education. 住房 持續(xù)用力推動房地產(chǎn)市場止跌回穩(wěn),。加力實(shí)施城中村和危舊房改造。推進(jìn)收購存量商品房,。繼續(xù)做好保交房工作,。 China will make continued efforts to stem the downturn and restore stability in the real estate market. China will intensify efforts to redevelop urban villages and renovate old and dilapidated houses. China will facilitate the purchase of commodity housing stock. China will ensure timely delivery of housing projects. 鄉(xiāng)村振興 深入實(shí)施種業(yè)振興行動。啟動中央統(tǒng)籌下的糧食產(chǎn)銷區(qū)省際橫向利益補(bǔ)償,，加大對產(chǎn)糧大縣支持,。拓寬農(nóng)民增收渠道。 Initiatives will be taken to invigorate the seed industry. China will launch the inter-provincial mechanism for major grain-purchasing areas to compensate major grain-producing areas under the overall planning of the central government, and give greater support to major grain-producing counties. China will expand the channels for increasing rural incomes. 城鎮(zhèn)化 推動將符合條件的農(nóng)業(yè)轉(zhuǎn)移人口納入住房保障體系,。持續(xù)推進(jìn)城市更新和城鎮(zhèn)老舊小區(qū)改造,。 China will enable those eligible to join the housing support system and see that they have smooth access to social security programs. China will make steady progress in urban renewal schemes and the renovation of old urban residential compounds. 生態(tài) 健全綠色消費(fèi)激勵(lì)機(jī)制，推動形成綠色低碳的生產(chǎn)方式和生活方式,。 Incentives for eco-friendly consumption will be boosted to promote green and low-carbon ways of production and life. 就業(yè) 拓寬高校畢業(yè)生等青年就業(yè)創(chuàng)業(yè)渠道,。加強(qiáng)靈活就業(yè)和新就業(yè)形態(tài)勞動者權(quán)益保障。提高技能人才待遇水平,。 China will expand the employment and business start-up channels for college graduates and other young people. China will better protect the rights and interests of people in flexible employment and new forms of employment, and move faster to develop a skills-based pay system to see that skilled workers get better paid. 醫(yī)療衛(wèi)生 優(yōu)化藥品集采政策,，強(qiáng)化質(zhì)量評估和監(jiān)管。居民醫(yī)保和基本公共衛(wèi)生服務(wù)經(jīng)費(fèi)人均財(cái)政補(bǔ)助標(biāo)準(zhǔn)分別再提高30元和5元,。 China will refine the policy for centralized medicine procurement and enhance quality evaluations and oversight. Government subsidies for basic medical insurance for rural and non-working urban residents will be raised by a further 30 yuan per person, and subsides for basic public health services will be increased by 5 yuan per person. 社會保障 城鄉(xiāng)居民基礎(chǔ)養(yǎng)老金最低標(biāo)準(zhǔn)再提高20元,。制定促進(jìn)生育政策，發(fā)放育兒補(bǔ)貼,。 China will raise the minimum basic old-age benefits for rural and non-working urban residents by 20 yuan. China will formulate policies on boosting birth rates and provide childcare subsidies.
